211 . What is Vietnam Visa approval letter?
The "Visa approval letter" is a letter issued by Vietnam Immigration Department that allows you to enter and exit Vietnam for a given time period. With the approval letter, you can pick up your visa upon arrival at one of the three International Airports in Vietnam (Hanoi, Ho Chi Minh City and Da Nang).
At the airport, the corresponding authority will verify the details on the approval letter based on your passport and travel documents. As long as you make sure you input the correct details when applying, you will surely be granted entry upon arrival in Vietnam with the approval letter.

In most cases, an online visa application does not require a passport scan. If the Immigration office wants to verify the information you provide, you must send them a scanned copy of your passport. In such cases, we will immediately notify you via email.

214 . Vietnam Visa Requirements: Who Needs a Visa to Enter Vietnam?
Vietnam allows nationals of 17 countries to enter Vietnam without a visa for varying time periods, most of the countries being members of the ASEAN:
Thailand,Singapore,Indonesia,Malaysia,Cambodia,Lao,Kyrgyzstan passport holders (valid for 30 days)
Philippines passport holders (valid for 21 days)
South Korea, Japan, Russian, Norway, Denmark, Sweden and Finland passport holders) (valid for 15 days) - required to hold a passport valid for at least 6 months on arrival and they also must make 30 day pause between two arrivals.
Brunei and Myanmar passport holders (valid for 14 days)
Other Exceptions:
French diplomatic or official passport holders (90 days or several visits within 6 months)
Chile diplomatic or official passport holders (less than 60 days).
APEC Business Travel Card (ABTC) Holders from Asia-Pacific Economic Cooperation (APEC) member economies (less than 60 days).
Vietnam Visa exemption for visiting Phu Quoc Island: applied for foreigners and Vietnamese Nationals who hold foreign passport (15 days)
Vietnamese oversea holding visa exemption certificate (less than 90 days).

Visa on arrival (VOA) is the most comfortable way to obtain Vietnam visa without wasting time. When applying for Vietnam visa upon arrival, your visa approval letter will be issued by Vietnam Immigration Department. So it's a legitimate document and fully supported by Vietnamese Government.
With Visa on arrival, tourists will get their Vietnam visa stamped at Vietnam Airports so it's applicable to air travelers only. However, you are free to exit at any ports.
For this type of visa, you need to submit Vietnam approval letter together with your passport (at least 6 months validity), two passport-sized photos, entry and exit form and stamping fee to Immigration Officers at the airport, the visa will be stamped onto your passport.
